Veto Scout Proposal

SCOUT_v1.0 (MP #50, Task 5.4). CEO-auth.

Vetoes an AUTO_APPROVED proposal within its 24h veto window. Sets the corresponding a2a_catalog row available=false (preserves audit trail) and updates scout_proposals.status to VETOED. 422 if:

  • status != AUTO_APPROVED
  • veto_deadline has passed (window expired)
  • catalog_sku is NULL (shouldn't happen but guard anyway)
