Ap2 Review Approve

CEO/Strategist: approve a Strategist-escalated review.

Source of truth is ap2_reviews. The {path_id} URL segment accepts either a review_id (e.g. rev_...) or a contract_id (e.g. ap2_...); the dashboard sends contract_id, CEO test curls typically send review_id, and both paths resolve to the same DB row.
