Activate Kill Switch
Activate the kill switch. Requires 2FA + prior /arm success.
IRREVERSIBLE in production. Returns HTTP 200 always; status in the body's status field. Records intent and logs the action; the actual agent-pipeline stop is wired in EMERGENCY_WIRE_TO_DUAL_KILL_SWITCH v1.0.
