CEO tariff list (sandbox_token auth).
The response always carries the honesty fields -- confidence, min_rate, max_rate, non_advalorem_lines and effective_date -- not just the headline rate. A buyer reading tariff_pct alone can be materially misled when dispersion is wide or non-ad-valorem lines were excluded.
Token accepted in the body (as the MP specifies) or as a query parameter (the established GET pattern in this file, and reliable through proxies). Never a Bearer header.
