Precondition: contract exists and is in SIGNED. Logs a settlement routing intent toward USD_SETTLEMENT_ACCOUNT (Vault key 17) via the non-secret label -- never touches an account number. Actual payment wiring lands in AP2 PAYMENT WIRING v1.0.
