Get Intel Entities

CEO entity list (sandbox_token auth).

The MP specifies the token in the request BODY. A GET with a body is not reliably forwarded by every proxy, and the established GET auth pattern in this file (/api/outbound/targets) uses a query parameter, so BOTH are accepted: the body wins when present, the query parameter is the fallback. Neither is a Bearer header, as required.
