Save a job to the user's watchlist

Body {solr_id, job_title?, job_company?, job_city?, job_state?, job_postal?, job_country?, notes?}. Idempotent on (user_id, solr_id) — re-saving the same job returns 200 with the existing row (not 409). Display fields are optional but STRONGLY encouraged — they're what the list surfaces after the job expires from Solr.
