Unpaginated list of the user's saved (saved_job_id, solr_id) pairs

Cheap two-column query used by the SPA to render bookmark-toggle state on search results without fetching the full paginated list. Capped at 1000 items (well above any realistic saved-list size); if a caller hits the cap they get the 1000 most-recent — practical edge case, not a hard limit on the underlying data.
