Update notes and/or applied-at on a saved job

Body accepts notes (string or null) and/or date_applied (ISO-8601 timestamp or null). "Mark as applied" = set date_applied to the current timestamp; "unmark" = set to null. Empty PATCH is a no-op that returns the current row. Ownership enforced by user_id scoping — attempting to PATCH another user's row returns 404.
