Export the user's saved jobs as CSV

Returns text/csv (NOT the JSON envelope) so the browser downloads it as a file. All saved jobs, all fields — useful for users who need historical records before the retention purge (3y unapplied / 7y applied) removes them. Streams via setBody(); large lists still fit in one response since each user is naturally bounded.
