Submit or update an answer to a commuting survey (public; body at most 1 MiB)

Upserts on the browser's clientNonce: 201 for a new response, 200 when the same browser's pending response was updated. On a person's own link the key is derived from the person on the server and the browser's clientNonce is ignored, so the same person on any device updates one response. Answers to questions the form hides are dropped. A response already accepted or rejected answers 409 ALREADY_REVIEWED; a closed survey 410 SURVEY_CLOSED; a removed person's link or an invite-only survey's shared link 410 LINK_DISABLED.

Response

Shared link: the browser's pending response was updated. Personal link: always 200, first answer or update, with responseId and updated null, so the answer never says whether its person had answered.
