Draft a survey form from a plain-language description (default workspace only)

The AI gateway drafts a commute-survey-form/v1 form; Core drops extra questions that ask for personal data and re-validates the form with the survey validator, falling back to the Standard template (fallback true) when it fails. Nothing is persisted. Requires report.share_external. Billed as AI usage under feature area commute_survey (operation commute_survey_draft); a fallback is recorded but not charged. Send requestId to be able to stop it with POST /commute-surveys/drafts/{requestId}/cancel.
