List organization-wide dynamic metrics filter values

Scope values are fixed client-side as Scope 1, Scope 2, and Scope 3 and are not returned by this endpoint. Returns one option per remaining field, in this order: factor_region, factor_category, activity_unit, spend_currency, supplier, supplier_country, supplier_risk, resource, usage. Values are the distinct non-empty values present on the organization's emission rows.
