Store the selected business organization's settings

Both fields are required; reportingCurrency null clears it (costs then stay in their original currencies). reportingCurrency must be EUR or a currency the ECB publishes a reference rate for (supportedCurrencies); others answer 400. Requires org.edit_dashboard (organization admins and editors).

bill_date: a cost is converted at the rate of its row's start date (the bill date), in every month it is pro-rated into. period_end: each month's share at the rate of that month's last day.
