Record a periodic review of a year's memo

Applies each change's status (and progress note, when given) and records the review in one transaction, with each action's title and from and to statuses. An action that is not on the memo, a repeated action, an unknown status or period, or text over its limit is 400 VALIDATION_ERROR and nothing is written. Requires org.edit_dashboard.
