Read a year's memo with its live fields, reviews and summary
The actions in order, each with the fields worked out on read (currentBaseKgCo2e, baseChanged, siteName, carriedFromYear); the reviews, newest first, at most 20 (pass the last one's reviewedAt as reviewsBefore for the next page; fewer than 20 means there are no more); and the summary of combined savings and target-gap coverage. 404 ACTION_MEMO_NOT_FOUND when the workspace has no memo for the year. Requires org.view_dashboard.
