Edit an action

Only the fields sent change. dueQuarter null clears the due quarter; leaving it out keeps it. A changed reductionPct is re-estimated on the stored base snapshot; a typed estimate is edited with estimateKgCo2e. The catalogue entry, base, scope and site are fixed once added (add a new action instead). 404 ACTION_NOT_FOUND; 400 VALIDATION_ERROR. Requires org.edit_dashboard.
