Open a commuting survey by its link token in a header (public)

No authentication: the link token is the credential, sent in the X-Greentally-Share-Token header: the survey's shared link or, with personal links on, a person's own link (personal true). A missing, malformed, unknown or draft token is the same 404. A survey past its closing time answers 200 with status "closed"; one closed by staff answers 410 SURVEY_CLOSED. A removed person's link, and the shared link of an invite-only survey, answer 410 LINK_DISABLED. Answers carry Cache-Control no-store and are rate-limited (429 RATE_LIMITED).
