With REPORTS_V2_ENABLED on, a body without "template" is the report engine's request (ReportGenerationRequestV2): it is accepted as a job and answered 202 with the generation, which GET /reports/generations/{reportGenerationId} follows until it is draft_ready, failed or cancelled. A body with "template" is the earlier builder's request, answered 200 with the finished draft as before. While the flag is on, csrd_esrs is refused with 400 FRAMEWORK_RETIRED in either shape. Other refusals: 409 REPORT_GENERATION_RUNNING (an update of a report already being updated, details.generationId), 409 REPORT_NOT_UPDATABLE (an earlier builder's report), 402 when credits run out, 404 for a reportId the workspace does not own.
