Cancel a report generation

Cooperative: a generation no delivery holds is cancelled at once; a running one is flagged (cancelRequested) and ends cancelled at its next step or heartbeat, saving nothing and charging nothing. 409 REPORT_GENERATION_FINISHED when it has already ended. Needs report.create.
