Generate tracker ticket data with AI

Uses AI to draft a tracker ticket from an existing ticket. Returns { title, description }: a short title and a ~30-word summary written in the project's default summary language. Responds 404 when sourceTicketId does not resolve to a ticket. type (e.g. FEATURE_REQUEST) is used as prompt context.
