Subscribe a Zapier REST hook.

Called by Zapier when a user turns on a Zap. Creates a webhook that delivers matching change events to Zapier's hook URL.

At least one filter (cvrs, industry_codes, municipality_codes, or postal_codes) is required to scope the subscription.
