Adjust Website Discovery Budget

Adjust the website-discovery Serper budget by a signed delta (clamped ≥ 0).

The budget is cumulative: add (positive) after topping up Serper, or subtract (negative) to reconcile drift between our recorded credits_spent and the real account. Clears the low-balance flag so a paused sweep can re-arm. From a zero start, a positive delta is just the initial budget.
