Utility Set Privacy Override

Set or clear the privacy override on a company, participant or property.

When active on a participant: address hidden from all public responses, profile page rendered noindex, excluded from sitemaps. When active on a property (a granted objection per property): the property's details are withheld; the API, lookup and page show only its number, type, address and parcel with withheld=true, and the sitemap skips it. Runs the full side-effect chain (audit log, IndexNow ping, ISR cache purge).
