Stop Website Discovery

Signal a running website-discovery sweep to stop.

Cooperative: the worker notices the flag between companies, checkpoints its cursor, and exits cleanly (status → stopped). No data is lost or corrupted; press Start sweep later to resume from the cursor. Use this when a scraping flaw is discovered, so we stop ingesting bad data while it's fixed.
