Update Seats

Change the org's total seat count (Team tier, Owner only).

Seat ADDITIONS take effect immediately and are billed in full on the next invoice (F4-mechanic: quantity bump with proration_behavior='none' — free for the remainder of the current cycle). Seat REMOVALS also use no proration, so nothing is refunded mid-cycle; the lower price applies from the next renewal. Seats below the current member count are rejected.
