Resend Verification Email

Re-send an admin-initiated verification email.

Called from the expired-link page. The token from the original email (even if expired) identifies the claim; a fresh token is issued and the email re-sent to the original requester address. No authentication required since the token is secret. Capped at 3 resends per claim.
