Fire Test Event

Fire a synthetic webhook.test event scoped to one endpoint.

Inserts the event row with delivered_at=NOW() so the regular fan-out pass skips it, then inserts a single webhook_deliveries row pointing at this endpoint, and dispatches the worker.
