List Deliveries

List deliveries for one endpoint, filterable + cursor-paginated.

Filters: status (delivery state), event_type (JOIN to events.type), created_at[gte] (raw query-param parsed off request.query_params because FastAPI can't bind keys with brackets to function arguments). Sort + cursor format match the endpoints list (created_at desc, public_id desc tie-breaker) so :func:_encode_cursor / :func:_decode_cursor are reused unchanged.
