Delete Submission

Withdraw a submission. Only allowed while status='submitted'.

The row is hard-deleted. No deletion event is emitted — withdrawn submissions simply disappear from the user's listing.

Returns 204 No Content on success.

Error 409 if status has moved past 'submitted' (already under review).
