Patch Submission

Edit a submission before review.

Allowed fields: name, manufacturer, data_json, source_url, notes. component_type is not editable — it determines moderation routing.

Empty body returns 200 with the unchanged resource (idempotent no-op).

Returns the updated submission resource (200).

Error 409 if status has moved past 'submitted' (a moderator has reviewed).
