Start Conversation

Start a NEW message-first conversation with these parties (TOS-4104).

The New chat screen's chat action. Always creates; never reopens an existing thread, which is the reported bug this endpoint exists to fix. Accepts any number of other parties, so a group conversation is one write rather than a create followed by an add.

Rooms do not come through here. A room is the named, empty-persisting thing and is created by POST /api/rooms; keeping the two endpoints apart is what stops the server guessing which one the user meant.
