Stop Auto Continue Chain

Stop the chat's automatic follow-up chain (TOS-2134).

Cancels any pending follow-up outright, asks a running one to stop at its next checkpoint, and records the chain as ended by the user. Idempotent: with nothing to stop it returns {"stopped": false}.
