Reorder Pins

Persist the caller's chosen order for their pinned chats.

Writes pin_rank = index for each supplied chat id the caller pins; ids the caller does not pin are ignored. Authorization is implicit — only the caller's own chat_participants rows are touched (the service filters by identity.id).
