List Conversations With Participants

Conversations that already contain every one of participant_ids.

TOS-4104. Backs the "you already have" section of the New chat screen, so picking people shows the existing threads with those people instead of the create action silently reopening one of them.

The caller's own id is dropped rather than rejected: the UI's selection model is "who else", the caller's seat is already enforced by the query, and 400-ing on a harmless duplicate would be a papercut with no upside.
