Get Chat

Get chat detail. Returns 404 if the caller is not a participant.

Does NOT include message content - that always comes from the paginated GET /api/chats/{chat_id}/messages (chat_messages_list) instead.

TOS-3478: this route always called get_chat_detail(..., include_messages=False), but ChatDetail.messages still serialized as an empty list either way - indistinguishable from "this chat has no messages". A caller comparing this response against chat_messages_list for the SAME chat (which has real messages) saw a direct contradiction and concluded a write had been lost. response_model_exclude drops the field from the wire response entirely instead of emitting a value that lies about chat state.
