Get Message By Id

Resolve a bare message id to the message and its chat (TOS-7450).

Every other message route is /{chat_id}/messages/{message_id}/..., so a message id alone could not be turned into a chat. Access is the same as reading the chat: 404 unless the caller is an active participant, and a message the caller hid or a deleted message also 404s, so a foreign or hidden id is indistinguishable from an id that does not exist.
