Create a playlist

Works with: Personal token

Creates a playlist in the token's workspace, owned by the caller, and returns its public_id for adding recordings. Note: Stacks have been renamed to Playlists across Supercut. The endpoint paths and payloads remain `stacks` for backwards compatibility.
