Stripe Webhook

Stripe subscription lifecycle → users-table tenant lifecycle (§7).

Verified by the Stripe-Signature HMAC over the RAW body (NOT the parsed JSON — re-serializing would change the bytes and break verification). Returns 200 for handled AND intentionally-ignored events so Stripe stops retrying; 400 only on a signature/parse failure; 503 if unconfigured.
