V4 Set Quiet Hours

Set or clear the hours the scout skips your products (QUIET HOURS, PER TENANT).

Body: {"timezone": "America/New_York", "start": "23:00", "end": "07:00"} (24-hour HH:MM, may cross midnight), or {"off": true} to scout around the clock. Client-side reading (/scout/ingest) is never paused: your own machine decides when to read.
