V4 Set Threshold

Set the authenticated tenant's auto-fire threshold (§3.3).

Body: { "auto_threshold": 0.75 }. Range [0.0, 1.01]; 1.01 = manual (nothing auto-fires — the default), ~0.75 balanced, ~0.55 aggressive. Compared against the 0–1 swarm fused score by the #23 SSE gate. Stored on the users row (numeric(3,2)); the auth cache is invalidated so the new value is live now rather than up to one TTL later.
