A staff member's preview of claiming a prize: nothing is claimed or delivered

Staff only (coach, PC or admin flag; /rewards/me.claim_mode is preview); anyone else gets a 403. Answers like claim, choose and consent in one call, with preview: true: send catalogue_id for a choice prize's pick and consent to answer a consent_needed step. Nothing is reserved, booked, opened or delivered, and no consent is recorded. Afterwards the grant lists as claimed with staff_preview: true, and booking or picking for it is refused with STAFF_PREVIEW_ONLY.
