Share data for a prize again

After stopping, or after declining at claim (REW-1117). Allowed while the prize is still being delivered (consent.resumable), any number of times. Starts now for the usual TTL, or for a booked call or chat whose access has not begun, when it begins (starts_later). Idempotent: shared: false when sharing is already on or due to start. 404 if the prize never asked for consent; 409 NOT_SHAREABLE once it is delivered.
