Active goals plus the recommendation slate

Changed on

recommended is ordered by Lucille when ranked_by is lucille (catalogue order when default), and each entry may carry her one-line reason. top_picks is the first max_active of that slate while the user has no active goal, and empty otherwise: the app shows it in place of the empty "goals are on the way" state.
