Decide Time Off

A supervisor's answer, over Rooster's.

Rooster decides by the rule; a supervisor decides by everything the rule cannot see -- somebody covering for a friend, a funeral, a visa appointment that cannot move. Approving here releases the shifts exactly as an approval by rule does, so the roster never disagrees with the answer somebody was given.
