Declare Backlog

Tell Roost about a pile it cannot see.

⛔THIS IS THE ONLY WAY THE REAL BACKLOG REACHES THE ROSTER, and it stays that way until Centric is ours. Frederick, 2026-08-25: "You have not taken over Centric, so there's no way for you to see what's upstream. You don't see a parcel until it's scanned to be put in a box for the first time."

So the number a person can see with their eyes -- "about five thousand parcels, we don't have ink, ink comes tomorrow" -- is typed in, and the roster does the rest. No grant beyond being signed in: anyone standing in the room can count it, and a wrong count is corrected by the next one rather than prevented by a permission.
