Get Route Latency

p50/p95/p99, request count, 5xx count and the per-request database work (statements, DB ms, pool wait) for every API route over the last hours (1 to 720), slowest p95 first, each with the p95 budget it is held to (request_timing.budget_for, null when none). Measured by the API itself (app/platform/request_timing.py), merged across every process.
