Create Import Ticket

Start a one-click credential import. PUBLIC BY NECESSITY: the launcher on the Mac has no session. All it gets is a ticket that does nothing until a holder of system:credentials:write presses Approve at approve_url (the Plaid card on System -> Integrations); the number of open tickets is capped (import_tickets.MAX_OPEN_TICKETS).
