Rooster calls this at boot to get the Moonshot key, which is the whole point of moving credentials out of environment variables: pasting a new key into the System page has to actually reach the thing that uses it.

Gated on system:credentials:read, which migration 0091 binds to no human role. If a person can reach this endpoint, someone has granted them the function on purpose.
