The System page's Integrations card (docs/01_decisions/ MARCS_ISSUES_GO_TO_MARCS_GITLAB.md, ruling 2026-09-05, §6): "shows the registry, webhook state, token expiry date, and open upstream issues by project."
REPORTS BELIEF, NOT LIVE TRUTH -- same posture read_fleet_state above already takes, for the identical reason: this must stay usable exactly when GitLab itself is unreachable or rate-limiting us, which is precisely when a person most wants to see it. token_expires_at is integration_credentials.external_expires_at (migration 0357), refreshed by gitlab_issues.rotate_token_if_expiring on the audit cadence -- never a live call to GitLab from this route.
